Please be informed that the Board of the Fund resolved that the Project no PNRF-122-AI-1/07 titled:
Impact of Nanomaterials on Human Health: Lessons from in vitro and animal models will be granted with additional co-financing (around 114 000 EUR).
This was possible due to reallocating of unused funds and use of interest rates that rose on bank accounts kept by the Fund Operator.

Please be informed that significant delays in use of financial resources and thus delays in project’s realisation will result in a reduction of the total amount of the given grant.
Please be informed that the Fund Operator updated documents concerning payment claims – new exchange rates were entered as well as some formulas were corrected.

With reference to the statement of the National Focal Point we would like to kindly inform you that the reporting deadlines stipulated in the Operational Programme and financial agreements will not be changed in case of the ongoing reporting period (3 quarter 2009). However hard copies along with required attachments can be provided with a short delay, if justified, and on the condition that such change will not affect the Fund Operator's reporting process.
Taking into consideration problems with deadlines' meeting raised by majority of Polish and Norwegian institutions, future bilateral co-operation between scientists as well as accounting practice in both countries, the Fund Operator decided that the reporting deadlines will be changed since the October 1st 2009.
The deadline for providing electronic versions of the forms will be sustained as stated in the official documents (till the 5 day after the finishing of the reporting period). However, paper versions along with all required attachments should be provided by the 25th day after the finishing of the reporting period at the latest.
It must be stressed that corrections and amendments of forms/documents will be allowed only before the above-mentioned deadline (25th day). After this date the Fund Operator will refund only expenditures, which are documented according to the rules stipulated in the guidelines.
The Fund Operator will soon contact all Beneficiaries in order to amend the financial agreements.
Please be informed that all implementing institutions are aware of the exchange rate losses and do their best to solve this problem.
Information on this along with a detailed calculation regarding co-financed projects was presented to the authorities in May.
As soon as the Fund Operator receives an official decision on this issue, Beneficiaries as well as partner institutions will be informed on level and procedure of covering the losses.
Please be informed that the Fund Operator received guidelines from the Ministry of Regional Development (the National Focal Point) concerning expenses incurred by the project leader and partners.
In accordance with the Detailed eligibility provisions – expenditures invoices can be issued to partners and included in the payment claims.
Thus the project leader does not have to re-invoice the invoices issued to the partner in the project.
The following must be, however, executed:
1. the project leader keeps a record of all project related expenditures (including expenditures incurred by the partners),
2. all expenditures are incurred in accordance with the Partnership Agreement,
3. the project leader ensures that all original invoices will be presented if requested by auditing entities.
Please be informed that documents for the 1 quarter of 2009 should be resubmitted if any expenditures were incurred by Norwegian partners within the reporting period.
Beneficiaries can either use recently published documents (dated on 23.06.2009) or use previous versions of documents – in this case correction of NOK/EUR exchange rate as well as correction of amounts resulting from new, proper amounts in EUR must be done in these forms by Beneficiaries.

No - 103 - A I - 1/07, submitted by Instytut Farmakologii Polskiej Akademii Nauk will be co-financed from the Polish-Norwegian Research Fund. The total amount of co-financing is 1.640.324,00 Euro.

The Scholarship and Training Fund (STF) is an initiative supporting the educational cooperation between Poland and the donor countries: Iceland, Liechtenstein, Norway. The STF assumes that EUR 13.3 million will be utilised in the years 2008-2011. The 5th meeting of the Board of the Fund took place in Warsaw from May 19th till 20th.
The Board made final decisions on co-financing.
The 4th meeting of the Board of the Fund took place in Warsaw from April 16 till 18. There was presented to the Board a report on formal and content-related appraisal process. High quality of majority of submitted project was underlined. The Board decided that final decisions on co-financing will be made on the next meeting in May.

There was held the 3rd meeting of the Board of the Fund. It took place in Oslo, Norway. There was presented to the Board the annual report as well as there were made some decisions concerning content-related appraisal of the submitted applications.
All submitted applications are formally evaluated. According to the Statements of the Operational Programme there is a possibility
to complete applications upon the request of the Fund Operator. There will be sent the requests to beneficiaries till the
end of the week as it was stated in the e-mails sent to the beneficiaries.
According to the statements of the Grant agreement concerning Polish-Norwegian Research Fund all communications shall take place
in the English language. To make process of completion clearer and simpler the lacks that should be remedied will be stipulated in Polish.
